Enrollment pace never runs ahead of staffed capacity — a family's first month sets their view of us permanently.
Referral development commitments are sized to realistic first-90-day capacity.
An opening date is a recommendation until readiness thresholds are met; moving it early is cheaper than recovering a poor launch.
